Following from the Five Groups,

Re your telegram of let May. You are authorised

to release out of the £2,000,000 set aside for reorgan-

ization of the Salt Administration whatever sum, not

exceeding £1,000,000, may be necessary to rehabilitate

the Kwangtung Note Issue, to be used solely for that

purpose, subject to the two following conditions:-

(1) Sir R. Dane to state in an official communi- cation to the Five Groups that items 1 and 4 Annex F are now no longer necessary.

(2) Chinese Government to state officially to the Five Groups that the proposed expenditure under these heads is accordingly abandoned.

Annex F (Reorganization Loan 1913)

§

(1) Capital for purchase and transportation of

$7,000,000.

(4) Capital for advances to Salt Merchants under

a banking scheme to be approved by the Banks.

$5,000,000.
